Program Services:
The Purpose of the Technical Services Unit is to provide tecnical advisory services to the North Shore Tribal Council First Nations. The advisory services encompasses areas relating to various capital projects, operations and maintenance activities. Examples being road, water, housing, bridges, studies, land surveys, contracts, tendering, budgetting and planning.
The advisory services were developed on the basis of DIAND Tribal Council policy. Our Staff are available to provide a wide variety of assistance to the member First Nations in preparing and implementing projects identified in their Minor Capital Plans, Major Capital Plans, Operations and Maintenance Plans, Housing Projects.
Assistance will range from preparing Terms of Reference for various studies or designs, land surveys, budgetting, estimating, project management, contract reviews and general advisory of engineering principles of processes for project startup to completion.
We are also required to provide DIAND with mandatory reporting documents. These mandatory reports are submitted for Minor Capital Plans, Capital Asset Management Updates, Project Completion reports, and Asset Condition Reports to the department.
We also provide engineering support when required on issues relating to Capital projects. These projects may require Engineering Certification for items such as approvals of plans, financial data and environmental reports. The services are limited to budget constraints.
Provision of Training dollars to First Nations for training their personnel in areas of Housing, Water, Roads, Infrastructure, Contracts and computer programs as required.
The Training listed is not limited to these. Limited training dollars are available to train First Nation Public Works, Fire, Maintenance and Housing Personnel. This is determined by the need expressed at various meeting or as training programs become available.
